Description:

Grasslike plant growing in clumps with leaves about 5 cm long, linear smooth and rounded and pointed at the end. Flowers are spikelets.

Festuca sp???

I'm not even sure that this is a Festuca as the specimen is, shall we say, well past its prime, but it might be. However, even if it was, which Festuca it might be I really don't think it's possible to say. Certainly not possible to tell a dead F. ovina from a dead F. rubra, as all the fine detail will be lost, particulatly of the leaf sheath which is one of the absolutely critical characters.
