It looks like a Carpinus to me with those catkins. A good way to tell is to open a leaf & see if it has a serrated edge & a corrugated surface. They are gorgeous at any time of the year, but about now the rich green of the leaf is fabulously enhanced if there is a cherry nearby with white blossom. I have nearly 1k of laid hornbeam hedge at work with a bit of blackthorn in.... by next week it will be glorious.
I will have a closer look at the leaves next time.
