I don't see this as a Ring-billed Gull - although the bill does look relatively heavy, and it is often difficult to be certain of an ID from a single photo, so I've not said that I'm certain this is a Common Gull.
The band on the bill is not as broad as I would typically expect on a Ring-billed Gull, but it is within normal variation. However, it is also within the normal variation of winter Common Gulls. The large white 'windows' near the tip of the outer primaries are also perhaps more extensive than I would generally expect on Ring-billed, but typical of Common.
The main feature that suggests Common Gull to me is the colour of the eye though. Adult Ring-billed Gulls have pale eyes (see this observation: http://www.ispot.org.uk/image/view/18604 ). Unless it is an illusion caused by the lighting in the photo, this gull has a dark eye (again typical of Common Gull).
