Holes in standing dead alder tree trunk.The holes are 10 to 20 mm in diameter.There are greater spotted and green woodpeckers in the area.Did they do this?

The tree with these holes has been dead for some time.Any insects feeding on it would be feeding on dead wood.The holes were not made when the tree was alive and there is no sap present.
