Description:

Smaller than a common pheasant, with shorter and differently shaped tail. Low to ground. Walked and ran like pheasant. Plumage colour: mid-brown.

The obvious thought -

is that it is a partridge. The introduced Red-Legged Partridge is larger than the native Grey, and generally more common, I think.

Ah! A picture -

You're right, it is smaller than a "standard" pheasant: and it's certainly not a partridge.
It could perhaps be a female golden pheasant Chrysolophus pictus.
