Pied wagtails

An interesting observation, I could say something about the contents of burgers, but...

I must say I've never watched to see what urban wagtails are eating. I must take more notice in future.

Pied Wagtails in Cornwall

It is interesting observation. Was the birds seen late in the afternoon? Many, if not all, retail parks etc. seem to have a Pied Wagtail roost or pre-roost, could the birds have been looking for insects, on or around the burgers, just before going to bed.

Pied Wagtails

Im not an expert on birds (yet, im learning all the time)It was the reaction of other people who brought it to my attention.

It was mid morning, at a carpark long rock beach, They could have been hunting for insects around the burger buns etc, but it did attract a lot of interest from the bird watchers who were there, they were quite angry that this was happening,(and rightly so, packaging and scrap food, kills wildlife) they were adamant that the birds were eating human 'crap' (quote)but they did take pictures and hopefully they will be on ispot shortly.

Pied Wagtails

Unfortunately I have not studied Pied Wagtail feeding as you have noted, but I have have watched Pied Wagtails feeding on crumbs etc. dropped on the High Street, so yes they could be feeding on the burgers etc.
