Description:

Found on red currant after mulching - white, smooth growth, some smaller, seems to start as small dots, some like a coating around the twigs (not bird droppings).

Scale Insects

I wonder if you have examples of scale insects on the currant bush. Have a look at:

and compare with your example; you would need to look at the white areas on your plants in detail. There is a scale specifically associated with currants - Pulvinaria vitis/P ribesiae.
