Nomada flava

Nomada flava is one of the commonest "brown and yellow" Nomada species, at least in the southern half of Britain, but is still really a species that needs a look at under the microscope to confirm the ID. I think "Nomada sp" is the best that can be said of this picture, particularly as most of the body is hidden beneath the wings.
