This looks like an immature Herring Gull to me.

I agree that initially this does look very like a first year ring-billed gull. However at this age it should have a dark eye, and the bill looks rather too heavy. So it probably is a herring gull after all, a second year. If this was my observation I would check the size in comparison with other gulls nearby. Ring-billed gulls are much smaller than herring gulls, just a little larger than common or black-headed gulls.
