I have the same thing covering lichen's but have no idea what it is,mine is under pine trees, it was like jelly

Algal plant!

Who can tell? But there are a number of decent Observations in iSpot - here's one https://www.ispotnature.org/node/766149
Nostoc in an Algae (isn't it?), so too are Seaweeds and THEY are grouped in Plants, so changing the group to Plants may invoke Likely and thus remove the post from your Dragons Project.
Individual Observations is not the place to lobby yourself miked regarding an overhaul of Groups; but separation of algae, from bacteria or virus is going to make for different issues! Good luck then.
