Conifer with flattened foliage sprays - some type of cypress probably but they tend to look rather similar. This one has black tips to the foliage. Sorry, forgot to check the underside.

I think the black tips...

...are the newly formed 'flowers' (strobili). Hard to be sure of the ID with the focus not quite sharp, but Lawson Cypress is my bet (foliage colour & habit can vary tremendously when grown from seed).
