This is definitely 11-spot - the elongated shape and spot number distinguishes it from all but the two Hippodamia species, and the pronotum separates C11 from those. While spot fusions are uncommon in this species when compared to a species such as the Harlequin, it is by no means unknown, and in fact the picture on the survey website shows an individual with minor spot fusions.
