Definitely a Hydropsychid. These are interesting animals. They are caseless caddis. Instead of building a case they spin a silk net that they use for filter-feeding.
Having only 6 bunches of gills makes this Hydropsyche siltalai - it is the only really easy one of the whole genus to identify. I have added the record to ther UK national Caddis data base
