It would be helpful to see a photo of the crown of this tree as well, for identification purposes. Or even a close up of the needle arrangement.
x Cupressocyparis leylandii is an evergreen conifer. From the young growth coming from the trunk this looks like a deciduous tree to me possibly a willow or lime. Leylands do not produce new growth from old wood.
I thought it looked more like a deciduous tree too Vinny, but I didn't like say anything.
