Black-head and number of legs.

No no "black" head in non breeding plumage (and its actually brown, not black, in breeding plumage!).

More than likely it does have the normal two legs. Gulls and similar birds will often rest on one leg, especially in cold weather. Keeping the other leg tucked up under the feathers helps to prevent heat loss.
